How do I know when to harvest my plant?

Even if I just watered it yesterday and the soil is still wet can I flush it or should I wait til it dries out again

I never had a problem until the last time I watered the plant.

It's my first time trying this so how would I do a full flush

1tsp per gallon of cal mag 2tbsp of the blooming nutes. On the back of the bottle it calls for 4 tbsp per gallon butI only do 2.
