What ac dc converter are you using?

Try moving your exhaust fan/filter to the floor and bring in air from the top.. If the airflow just goes across the top of the plants you never pull the really damp air from in the canopy

Be careful of the form factor ... your space is only 3' wide and most of the decent LED fixtures are 46'+ x 43'+ Stay away from blurples and make sure you look at the true wattage NOT the wattage that the cheap lights on Amazon claim in their headlines

If you really want to stay with T5, consider this...

This isn't a blurple and will do the job at about half the wattage

Do you use the full 8x4 for veg? There's no way a single fixture is going to give you reasonably even light over an 8x4 area ... that's a LOT of plants in veg. There are numerous good lighting choices, but it really depends on how large a veg footprint you really need.
