Problems or not, they are being flipped to 12/12 as soon as the next lighting fixture arrives, simply got no time to waste. They only have to produce about 8g of bud each, so hopefully even little plants after being switched to flowering end up substantial enough to achieve that goal.

Losing 2 weeks or so to slow growth is pretty annoying, especially when you have to pay around 15 euro per gram to buy it, the weeks end up being VERY expensive.

Re potted them into smaller cups as I felt they were going to take too long to hit the reservoir. (transplanted far too early in retrospect.. my fault) Hope this will spur them into life as they are tiny compared to where they should be at 2 weeks..

For "budget" sort of range but with good results and plenty of demonstrated full grows online, why not look at the vipar panels? they are on ebay too, for around a similar price, the 300w vipar has a 200w actual draw.
