    Lets do a lil math...
    two thirds of a cup to 30 gallons.....
    two thirds of a cup is about 5-6 oz, and there are 6 teaspoons per oz, so 30-36 teaspoons per 30 gallons, so thats about one teaspoon per gallon if my math is correct.

    i wouldnt use tin foil.. it reflects heat as well.. if you can, get some mylar.. if not the mylar like gift wrap works well.. white notebook paper works also.. as does flat white paint..
    after your seed germinates you want to keep it under 24/0 lighting until you transplant.. at that point you can decide if you want to go with an 18/6 or a 20/4 or a 24/0 cycle..

    you can use any cfl you want to.. keep this in mind tho... you want the cool color (blue spectrum) bulbs for veg and warm (reds/oranges) for flower.. you can do a combination of bulbs if you want.. or just one or the other... but a dual spectrum (both color spectrums) would work best... also the larger the cfl the better.. cfls put off the lowest amount of light so you need to use larger ones and more... but it depends on what you want in the end.. i would use at least 4 x 26w cfls... but like i said, the larger/more, the better..
    what part of the coast you from, i live in mass. you planning an indoor grow? too late for an outdoor one, unless your just studying for the fall and winter
