You should start a grow journal here or there so we can see pics and copy info in a conversation better. Good nursery potting soil is fine, just no time released fert. in it.

Both about the CMH bulbs.

I've used Jack's classic 20-20-20 for several grows and love it. What HPS is it? Digital ballast? If it isn't you can get a CMH bulb. Look at my grows with them. 400W is good for 3 x 3 I would go 2 or 3 in that. Start 5 or 6 seeds so you can nix males. I mix my own soil and it's in my threads too. It makes several bags worth though. I could help you with a smaller batch if you need.

cool i have ordered a few things but i would like to hear your advice on type of soil mix and what do you think of jack's fertilizer i am just getting started ya know i ordered a 400 hps set up i have been using as we say good mid grade to learn going to get the good stuff now how many plants can be growed on a 400 hps with a 3 x 3 work space ty
