I was wondering as to whether or not a debilitating ailment must be on the state list in order to qualify for MM?

I have had a stutter/stammer all of my life, and I am currently using medication to control it. However, I would like to give up the script (xanax and others) and switch to MM.

I know stuttering/stammering is not on the list, however, they are symptoms associated with MS, and technically a stammer is a spasm of the muscles controlling your vocal chords.

So far, of the two providers I emailed both told me no.

Anyone know for sure?

You would have to find a liberal Dr to interpret the law and your condition. The law allows card for muscle spasms but does NOT say how the spasms must be caused by. So if you find a Dr that will check the box by muscle spasms that's all you need.

So, is this something that would have to be approved by the state board, or would a doctor's recommendation be sufficient enough?

If the Dr signs then the State must approve it.
People are under the impression that the State must approve your use. Actually are they (State) are doing is making sure the Dr that signed is Licensed to practice in the State. The State has no say in whether you can benefit or should use MMJ.
