In the county guidelines for Humboldt county (California) it specifies that the maximum allowed wattage for an indoor grow is 1500 watt.

I have a few questions about this.

1. If multiple patients live on the same property, does the limit stay at 1500 watts? or is it 1500 per person.

2. Can I have say 3000 watts of lighting, but only run 1500 at a time. (One set comes on when the other goes off)

3. This last question is more of an opinion question. What would the best lighting setup for 1500 watts be?

1500 watts on at 1 time i would think.

Wouldn't 1500 watts of LED be the best? Because of their watt to lumen ratio? I haven't done much research on this so correct me if I'm wrong.
