Yes, you can *still* get busted.

Medical marijuana use isn't recognized in Nebraska, even if you have a card from another state.

if you couldnt get busted i think everyone would have one. Its also still illegal no matter the state according to federal law.

It actually depends on the laws in Nebraska, whether or not he could fight a conviction based on medical necessity. Where I live, there is a law protecting medical marijuana users who have a PRESCRIPTION from arrest, but considering you can't get a prescription for cannabis (just a "recommendation", which my state doesn't even allow anyway) the whole point is moot.
