Any One From Delaware understand whats going on with Medical Marijuana law???

I know it was passed and signed by the Governor in Delaware last year and to start sometime this year. I don't understand whats up. Someone said you can get a card but can't buy. That's goofy. Anyway does anyone know anything about Delaware's law? I've spoken to my doctor,yet he knows nothing. He agrees with me, That to smoke a handful a day, I take pain med's, methadone, percocet, axiexty, ativans,sleep , ambiem,remeron. And more. I've love to get rid of all the pills. He agree's 100 per cent. I was wondering.
