Default 9 weeks into flowering and buds look extremely underdeveloped

1000k light in a grow tent. 3 plants in 3 gallon pots of dirt. Constant fresh air supply from an outside the house source. I'm 9 weeks into 12 on 12 off and I've got the start of buds, and that is it. This is my first grow, but it's obvious these plants are far behind in terms of bud production. They grew like weeds though, they would probably be 6ft tall if I didn't have them manipulated to keep them from getting too close to the HPS light. I simply don't understand why they're not budding for crap. There's white hairs everywhere but the buds, if you could call them that, are less than you would put in a one hitter with two white hairs sticking out of it. These plants have looked this way for weeks, very little improvement.

I fertilize them every other water with half strength nutrients. The average temperature lights on is 77* and the humidity is 40%. Lights off the average temperature is about the same because I'm in a naturally warm climate, and the humidity goes to 60%.

This being my first grow I have made some mistakes. I forgot to turn on the window ac unit one time and the temp got too high for a few hours and burnt some leaves, but I don't believe this was a serious enough incident to be the cause of this pathetic bud growth. I have literally no light leaks, I went into my tent during broad daylight with the lights off and I couldn't see my hand in front of my face, it's pitch black in there.

I just don't know what the hell could be going on. I have done what I can to keep these white widows in as perfect as I can get climate for growth and the plant itself has grown like hell, but the buds are just extremely small. The only thing I can think I could add would be Co2, and have a 8 degree or so temperature drop when the lights go off. (temp stays about the same lights on and off as I stated earlier)

Is this bad seed genetics? Or what could I possible be doing wrong? TY in advance.

what about irrigation? you fertilize every other watering but how much do you water for how long (gallons per minute) I can use up a couple gallons or more each day with just 6 smaller plants under a 400 w hps. then they have to drain and dry out. working indoors most of the daily work is watering (and drainage). unless you set up automatic watering

Bro what is a 1000k light? if its a cfl this is why you have little bud production, trying to save power?. Get a 1000w hps and get the hard heavy buds you are after that pay for the power many times over. You get what you pay for.
