Slow growth

Dont worry about PH. if your soil was acid or alkaline enough to cause a problem you would see pale yellow leaves and stretchy thin growth.

your plant looks real healthy, but real small for early march planting.

Heres a few issues. early march is BEFORE the vernal equinox, so it experienced ~12/12 day cycles as a seedling, then you put it into flower after a month or two of lengthening days. most likely it is confused as fuck and has been trying to transition from seedling to flower to veg and back to flower. I never put out photoperiod sensitive plants (most varieties of strawberry, and a few garden herbs) before the equinox. those few i have put out early always have slow ass growth for the first several months, as well as odd life cycles (my mother's too early basil has already gone to seed, in may!) dont smother your plant with the pressure cooker of those plastic bags. get a big cardboard box, and paint the outside white. use this to dark up your plant for flowering. I doubt your plant has even figured out what it should be doing yet. keep a steady light cycle, and hope it gets better. thats all you can do.

Oh man your right in march it was 12/12 i didnt realize that. sorry first grow. I put the garbage bags on 12 hours before sunrise then take it off right when it gets dark so its only on for about 3 hours

even a few minutes in sunlight can turn black plastic trashbags into a sweaty sticky uncomfortable sauna. a sufficiently large cardboard box (think washing machine or water heater boxes) with white paint on the outside will be cooler darker and less humid, and not smoosh up your foliage. plus it will only look like a white box on your patio rather than a plant covered with a death shroud. thats right i said it, Death Shroud!!!

also, try and set a specific timetable like box on at 7 pm box off at 7 am. so your plant wont be struggling with streetlights, headlights, porch lights, etc... plus the box will keep night creepers (like earwigs and snails) off your baby

lol......death shroud............true, but funny. don't stick plastic bags over living things. it doesn't "agree" with them.

leaves stems and whatnot. all the plant thats above the ground.

One more question how much yield do you guys think i should be getting
