Yeah mold. Don't water so much. Let the top few inches of soil totally dry out before watering again. Scrape away the mold that is there, too.

yup. fans. raise the heat a bit, lower the humidity, spread out the time in between waterings a bit, and see if you can get light down to the soil

if it was spread out more I would say it could be a good thing if you were using organics. That is most likely mold, but mycorrhizae which is a beneficial fungus in the soil that enables your roots, also looks like a white web when forming on top of the soil.
Try not to keep it as wet.
