Skinny plant after 4 weeks

Hi, these plants seem skinny compared to others I've seen at this same time frame. I've also topped it a few times.

Nutes: Humboldt nutrients 3 part (micro, grow, bloom)
lights: 5 100w equivalent CFLs +3 14w led panels(just started using these in addition to the CFLs)
pH and ppm: 5.5 and 650-700
Water: using tap water

Is it because I have no reflector for my lights or is my ppm too low?

Usually lack of light is a big cause of stretching. How close are your lights to the plant? When dealing with cfl's they are supposed to be placed very close to the plant in order for the plant to receive a beneficial amount of light. About 1-2 inches away from the plant is great as long as no burning occurs. Some strains of marijuana require more light then others, Maybe you have to up the wattage. Hope that helps

I love all the people on here that use next to no light and wonder why they cant grow decent plants. Think about it folks. How many CFL grows do you see featured in High Times? NONE. There is a reason for that.

I go from seedling til 2nd week of flowering with MH, the I switch to HPS never had a stretching issue.
I can't change my lighting other than my CFLs and 3 LED panels (~14w each)

Cool tale, chap. But with my situation right now I'd like advice on whether I need to increase PPM or if this is what I am to expect.

You need to increase your light not your PPM's

This will continue happening until you have more, and stronger lighting. It has nothing to do with your ppm. So now you know. Light is the single most important factor in growing cannabis. I'm sure you will still get some buds, just not very much. And that is the simple fact.

With the addition of my 3 14W LED panels and adding a reflector on top, will it still benefit during veg to become more lush or am I too late?

your plant looks ok for the amount of light, just be patient, it will work out... if you feel like growing for 4 months to get 10 grams is a waste of time, you know what to do... get some lights.

You really need to buy a better light. 400-600w hps 600w HPS is reccomended.
You dont want to increase ppm until you buy a better light. internodal stretching is mostly due to poor lighting. LED and CFL lighting is inferior for Growing. Gangter Kermit already mentioned this, but it doesnt hur to reinforce good advice.
Light energy is directly related to nutrient use and overall yield. get a 600w light and you will see your plant get more healthy, node space will decrease and your yield will be far better.
Until then, expect more of the same.
to answer your question, dont increase ppm. the fact that you are runniing 700ppm w/o better light surprises me that your plants arent burning.

Well guys, I AM getting a 250 Watt Metal Halide with reflector and ballast; I hope this will give me enough juice to make up for the skinny plant during the next 3 weeks of extra vegging. Do you guys think it would yield me some great yield with this change?

I only use mh lamps for veg. To flower you Will need a hps different spectrum of light needed for flowering
