broke my lights now i have temperarily use sum flourescent lights from garage

i broke my lights now i have to use some flourescent lights i had over my tool bench intil i can replace them. i was wondering f these while suffice. how much lighting should i have per plant or per square foot? im new to this. i have two plants n a hydro tank and two plants in soil that i transfered from outdoors to indoors hopin to keep them goin. the dro plants have been growin rapidly ofcourse but the ones in soil are budding really really slowly. the buds luk gud but its just takin sooooo long. any suggestions on how to speed up the budding process for these? and also about the lights id appreciate any and all feedback.
