Ok, I did what you guys asked me to do, I reduced the nutrient solution to 500ppm yesterday. I also reduced the water level to 2-3 in below the pots. I did check the water temp this morning it was 78f which was very high, but I believe it was because I had the top off the res for an hour. All the rock wool is still moist, is that bad or good?
Ive basically given up here, I went out and bought 9 gallons of distilled water and threw it in one of my tanks, after flushing my plants in the solution it reads 005ppm, it was 000ppm when I started. I am now running without nutrients in one tank.
I am now going to eliminate the question of:
Contaminated Well Water
Too Many Nutrients
Bad Nutrient Mixture
Over Watering
How long until I should expect to see improvements?

I hope I dont have to start a new thread tomorrow....
I decided to check on the root ball of some of my plants to see how it was doing, It is completely dry. All the hydroton around it is dry as well, I dont believe the plant is getting enough water, The net pots being 2 inches away doesnt make sense unless there are roots in the water or atleast down far enough for some of the roots to drink water. I decided to raise the water level so that it touches the pot, The roots are still a good 2 inches away from the bottom so it isnt making contact and shouldnt make the rockwool damp as a result. I hope this will help boost my plants performance.
OH yeah one of my reservoirs are using air curtains not air stones, dont know if that makes a difference.

The bubbles from your airstone should keep the hydroton nice and moist even with the airspace. If not then you need a better stone or bigger pump.
