I looked thru the Stickie of sick plant pics, and the closest thing i could find that looked similar to this problem was ozone related. im at a loss. i dont know wtf is up, being that i dont use an ozone generator.
Strain: (Nirvana) AK-48
Age: 22 days
Medium: FFOF
Lighting: CFL's Daylight 6500k
Light Schedule: 20/4
Temps: usually around 74-76f
Humidity: 35-40%
pH: 6.6 - 6.8
Nutes: I've only given one LIGHT dose of Supernatural Nutrients' "TerraGro" with my most recent watering. It was about 1/5 of a full nute dose. This plant was 20 days old at the time.

I have a total of 9 plants vegging right now, all the same strain, and all 9 are cared for identically. This plant is the only one of the 9 that is showing this problem. I kinda thought it might have something to do with its' location in my veg room, but i shuffle all my plants around about every other day.

I wouldnt worry about it. I say that because as you stated only one plant has this issue.
Could be there is a hot spot in the soil in that container, maybe you should flush out that plant.

looks to be nute burn to me. unless it was showing these signs before you gave it those nutes.
