Default Whats happening to these plants?

Hi everyone, i have a small veg and grow room set up and things have been going fine but now i've got plants going down left right and centre. Plants of all stages are showing symptoms but mailny in veg. The plants affected have really thin stems at the base, as well as other things you can see in the pictures. They don't seem to use water at nearly the rate of other healthy plants. They have been reaching the state in the pic's then slowly dying over a few weeks.

Temps 20-30degrees (night/day)
Overkill with air flow
Using GH Advanced Nutes

I've got a bug problem also but i don't thing these are related. Will answer any other questions to help.

I havent grown soil but I know guys here are gonna need specifics like ph, ppm, lighting and distance from light, soil make-up things like that the more info you can give the better and more precise answer you'll get.

ph is 6.4
ppm, no idea probably high?
Under 400w Hps with a few CFL's for rotation, about 400mm away.
soil is 50/50 mix of potting mix (nute free) and perlite
watering 1-2 days depending on weight of pots.
drainage is non existant so i just water slow and remove any water from saucer after

dont wanna scare you but 1,3&7 look like offgassing whats ur grow room made out of? you havent got PVC everywhere have you?

whats ur feeding shed? full strength?

and whats the go with the CFLs 40cms away from the plant?

This is the worste set of plants i have ever seen.Get rid dude these will only bring more bad than good i think it is over fert and over watering.Also the ph must have not been taken correct.

i'd get rid of them if i was sure i could prevent it happening again. At the moment they are just test subjects. Thanks for input though will double check PH meter.

offgrassing? no pvc really, just a small room with insulation on the walls and duct everywhere?

have been on quater nutes since hitting grow stage and half nutes till now, when they were healthy was just about to start giving them full nutes. Off the top of my head the nutes are 10-7-7 or something similar with some seaweed based stuff in there also.
