white spots on top cola branch

i just went back to water a couple of my plants and i noticed some weird white spots on the leafs on the top of the main stem. this plant is a couple weeks into flowering and has legit buds now. the other night i went back to this one and found some rot spots on only one of the very bottem branches. i removed the parts of the branch that had rot on them. do you think these 2 things are connected? ive noticed the white spots awhile ago but i only saw one or two spots. alot of the top leafs have the spots on them where its really budding at. what do you think it is?
