My 2 week old outdoor seedling got stepped on or something because the stem broke off right below where the two leaves are. I doubt it but Ill ask anyway, will the leaves grow back?

depends on how "broken" it is

which two leaves? the ones that are the first to show? or the ones that help the seedling come out the shell? either way, im gonna say no, it wont come back, not unless it broke off under the first node. but u can try to see, i mean it is a weed.

What you want to do is put that seedling into a cloner.

And it's always a good idea to cover your outside seedlings with bottom-cut plastic bottles

the stem mine as well have broke completely off. It was dangling by a thread.

It was seedling and had just sprouted so it lost all leaves (it only had two)

sorry dude-iw got a funny, shitty story-couple of years ago i had a sprouted seed in cup of water(only one).i walked to my growsite and stepped into a hole, and i fell onto a fucking tree,my hand was bleeding badly and the fucked plot of the story is-I FUCKING LOST MY SPROUTED SEED!!!!!!!!
