My plant has been like this for at least the past 3 weeks. Why? this is the same plant i posted lil while ago. I changed its location and it started dying, so I quickly moved it back. Luckily it survived and my two other plants sprouted. The problem is this one wont grow any more. Why? I use cfls right now for veg.

I don't want to be a "dick", but there are literally dozens upon dozens of problems that can cause this. Hell, I don't even know if you're doing soil or hydro. I'm assuming the plant may be a little pale, and begging for some nutes now. That was literally a wild guess tho. I don't know any details on your grow, so it's really hard to help.

Some possibilities:
Nutrient prob
Potting prob
Lighting prob
over watering
under watering
stagnant air
humidity

You're gonna have to do some research
