need help with my seedlings

ok i think they are about 2 weeks old now, i think i was over watering them at first bc the leaves were starting to drop now and curl under. now that i know im not still over watering, they still havent picked back up and are still curled under. But the second set of real leaves are coming out nice. So will the leaves pick themselves back up if the problem was over watering? They have bent downward pretty majorly.

The Setup:
-seeds were sprouted in rapid rooter seed starters i got from the local hydro store then placed in a 5in net pot surrounded by hydroton for a DWC
-Lighting was started with 60 watt 6500k cfls for a week then returned them for 100 watts cfls and are currently using 1 light placed above each seedling. They grew too close midway thru the 2 week and slightly got burned on the tips(pretty minor, i noticed quick)

Ill try and get picks tomorrow.
