Default Tips turning yellow and brown. PICS

It's been three weeks since they sprouted, all of a sudden the leave tips are turning brown. What would cause this? I have 4 100w CFL's @ 6500k, MG Organic soil, a nice fan, pH monitered water, constant temp. and humity. I'm starting to just be questioned on why these things haven't taken off yet...anyway here's a pic, sorry for the quality.

The soil is probably too rich in nutrients for such a young plant. I'm gonna go with nute burn.

That's what I'm thinking.... I cannot find any soil to start on a blank canvas anywhere!!!! Can you start growing in just perlite? I'm thinking I'm going to start over with these plants...

I find that if I mix some MG soil with some of the dirt in my backyard, its perfect for babies. Half and half is how I did it.
