I think it is saying "They" can have a small amount of almost any drug and be okay.

i've been watching this story for a while - i think it may be any drug.. there is a catch though - if cops catch you three times then you must attend addiction counseling... i hope this has the effect of not only stopping needless arrests, but possibly also weakening the cartels' hold on local distribution.. it seems like people would have easier ways of getting what they want from a friend instead of a connected dealer..

They want you to go to treatment, but they never included any enforcement in the bill.
