Remove the market from foreign intervention, terrorism or political. Open a taxable controlled market, that can generate revenue and out price the blackmarket activity. Use the non-medical marijuana taxes for healthcare programs. Activities to promote Decriminalization or Legalization, must be done with peace and the masses.
