Exclamation Seedling not growing

I have a seedling that just stopped growing,its not growing the second set of leaves,leaves turned dark green and are curling down, the leaves look like they are shrinking!!! ANY OF YOU KNOW WHAT I CAN DO?????

either over or under watering and make sure the light isnt to close or too far away

My plants are in multi purpose compost I guess regular soil,they already have fertilizer and I have them gettin regular sunlight,I only water them when the soil is dried out like 2 inches under
The other seedling is still growing I don't know why the other 1 stopped......

A very fresh seedling I would keep wet, its roots are still short and fragile... not resitant to drying up...
