Default best place to grow legally in cali

I've been researching some of the different laws in cali and noticed some county laws are different from others so i was wondering where is the best place to grow?by best i mean where you can have to max amount of plants and still be legal.

humboldt county, i'm not sure howmany plants. kern county last i heard it was 2lbs of finished bud and 52 plants.

you need a med card, cost about $100-$200 go in and talk to the dr. and tell the why you think you need a card how marijuana can improve your life
