Kansas law states that it is a felony and you may be punished for cultivating 5 or more marijuana plants. They don't mention anything about 4 or less. Does this mean it is not punishable to have 4 or less? or does it just mean that it is not a felony, you may just be fined?

I would imagine 5 or more is just an additional charge on top of the possession charge your going to get anyways, I'm sure they could slap a distribution charge on you too with 5 or more plants...depending on how much you have and what state your in obviously
