I had an idea, would this be legal?

OK here it goes......Its an insurance policy for poeple growing solely for themself and not for profit. Also they must be willing to follow a few simple rules. I know it sucks but is common sence.

#1 No more than 20 seedling at any time, never any more than 5 adult plants.
#2 No outdoor plants!

#3 No more than 500 total watts of power, this includes fan/cooling system.

#4 No dealing, if you are caught distributing the marijuana than there is no longer any way to prove that it was only for you, and it would be unethical to anyways.

#5 You must be a homeowner. Unfortunately the rent risk is way to high and there is no way to pay for all the people that would surely get busted. More common sense.

#6 You would be anynomous, you would pay through paypal or something like that. Then you could be under santa claus, email, secret question, and last four of social (prevent fraud)


All in all I know its kind of a lefty thought and the people it was meant to protect would find a way to destroy it. That or feds would make it out to be criminal, and to be straight...its a bit shady.

As far as cost....maybe cheap...like 50 usd up front and then like 20 per mo. and a year end rebate of 25 bucks for playin it smart.

I bet this would be illigal, but hell so may people are pushing through ethical boundries in the business world. Maybe this could be a social organization kinda like NORML. I am no lawyer but curious on thoughts so post em, if u make it all the way through state your favorite strand!!!
