Default Marijuana Tax Stamps?

I found out today via NORML that aparently my state has a marijuana tax stamp even though it is only decriminalized. It says that there's a tax of $3.50 per gram, but I have no clue what this means or how this works. Does anyone know how this system works or even what it is?

Here's where I found it.

I guess a lot of states have these things, whatever they are.

no in iowa if you get caught with a large quanity one of the charges youll be facing will be not having a tax stamp....i used to buy good old commerical from an old hippy who actually had a few stamps ...just in case
