Help with my lighting please!!!

hello I just bought 2 Led pannels

LIGHT 1

LED Qty	112pcs
Color	R:W:B (18:5:5)
LED Bulbs Power	56w in total
Lumen(Red/Blue)	Red: 120Lux x 72 LEDs Blue: 32Lux x 20 LEDs
Wavelength	Red: 660nm Blue: 450nm
Color Temperature	5600K White

LIGHT 2

LED Qty	225pcs
Color	Red and Blue
LED Bulbs Power	30w in total
Lumen(Red/Blue)	Red: 14Lux x 165LEDs (2310lux in total) Blue: 13Lux x 60 LEDs (780lux in total)
Wavelength	Red: 660nm Blue: 450nm

after 10 days I still have plants that look like seedlings when i search on the web people have 10 day old plants with branches so I have now Also put a 200 watt cfl with 4100k and 3000 lumens as a second source in a lamp in the center of the Garden and thinking about putting in another one over head hope that works any suggestions would help keep in mind im on a limited budget 7-10 plants in a closet

my seedlings usually look like seedling after 10 days... when I am in no rush I dont always take good care of them, and I dont really use humidity dome, no heat pad... lots you can do to make them grow quicker, you were fine with just the leds you have for another 2 weeks, no points having the 200W on at this point just my opinion)

thanks + rep if I could maybe this might be a deciding factor but 90 percent are auto and are going to start flowering in the next 10 days they are about 4-6 inches with 4-6 leafs

i just stick with1 x 200 watt should i keep it in the lamp in the center on garden at plant level or go over head???
