you need to move te light farther away. With it being so close the plant focuses all the energy in foliage. you need it to work a bit or stretch for the light move it back maybe 8 to 12 inches and you should see growth. I use 8 cfls for veg and noticed this very early on. good luck. BTW you will definitely need a good fan to strenthen the stem.
