Will it kill a plant to directly water it with
tobacco water to kill bugs in the soil?

Why not? It is listed as a remedy by several reputable sources. You may want to put a little dish soap in the water with the tobacco juice. Make sure you strain it before using. The soap will coat the bugs and suffocate them. It also acts as a wetting agent for the plants.

Will it also kill mealybugs?

so I had spider mites and little nat like things, and I watered the soil with tobacco water, and sprayed the plants with the water too. I don't see any spider mites any more, but the nats seem to thrive and multiply when I tobacco water them. Any other ideas for the fruity flies?

google "predator nematodes". should be some you can order from. or check hydro stores or nurseries. they eat all the bad bugs in the soil. and the larvae of bad bugs.

well careful on the soap since this can kill easily a plant, its more for washing bugs of leaves then for soil bugs, for that tobacco tea is a good cure
that you rather see webs after misting with tobacco tea is not science the water troops increase the surface of those

what wonders me a bit is your fruity fly problem, did you get this after you used tobacco tea??? i kill them with that stuff or do you got trouble with those in general? then go for the tea once more and take care of them.

i asked once for those fancy things at my garden centre, turned out that they had to order them first for some major bucks so i went back to my normal tea cure and my plants did better after it, well toke about a week until that but okay

so how much are they nowadays fdd?

If the tabacco water is too concentrated it can be deadly (it has been used to kill people even). But that is in it's super concentrated form. Oh no now we have started a new thread ways to cook up deadly solutions. Crap I'm not responsible. It is green's fault. I don't know why but I had to blame someone.
