Default Stunted growth?

High all. Im having a bit of a problem here. I'm 1 week after germination of 5 NL seeds. For some reason one has died, and the other isn't looking to good. The remaining three started off great but are now looking like they are losing their health and are stunting growth. One plant even shows some yellowing on her tips. Here is my set up.

Light: 200W MH, 12 13W CFL's half-mix of warm (2500) n cool (6500). All are on 18/7. (The MH is set about a foot from plants and CFL's are set about 3-4 inches).
Medium: In peat pots with shultz seeds starter. Has a mix of moss and perlite although I dunno the exact amounts of each.
Ventilation: Plants are set on shelves in a closet. Theres no door to the closet, but I fabricated a black vinyl "door" so no light will flood my room. Theres a big fan at the bottom of the closet that blows air straight up to the top of my closet. This keeps the temps down.
Nutes: I havent used any yet. I have General Hydroponics Floral-Gro, Micro-Gro, and Bloom-Gro. All liquid ferts (floral-gro+Micro-gro for veg stage).
Temp: 75-83F
Water: Use poland spring. Or tap water that has sit for over 24 hrs@ room temp. Usually water 1-2 a day or until soil is desert dry. I use about 1-2 fl.oz. of water each time (equivlent to a shooter or shot of whiskey).

The plants all started off good but over the period of a night, one has died, one turned yellow at the tips and one is about to die. Any help please. This is my first grow and very enthused to embark on this beautiful hobby.

Heres a pic of the set up.

Should I change soil? Start adding nutes? Move the plants closer/further from lights? Thank you anyone for any suggestions.

That soil looks at tad to wet in those pics. How many times have you watered? You should just use the CFLs for now until they get a tad bit bigger. Dont add any nutes or change the soil. Get back to me and I will try to help you.

Those pics were taking just after a water. Could over-watering cause the yellowing leaves? . . . I turned off the MH light and took down the vinyl door. Theres thin cloth there now, but the with the vinyl door down it will increase air circualtion, maybe that might have something to do with it. well see how the plants respond to the changes.

Im using a brand called shultz. Its a seed starter soil. It has a mixture of both moss and perlite although I'm not sure of the exact amount of each. I wait until the soil is desert dry before I water.

Its not polite to jump some one else's thread. However, he is looking for some of the same answers. Stunted growth- slowing down normal growth can be caused by too much or to little of any of the vital elements for normal healthy growth. In this case, I would tend to agree with seedless, it sounds like overwatering, which can cut off oxygen from getting to the roots.

I have peat pots. Do you think they aren't providing enough airflow to the roots? Also do you think I need to add perlite or nutes?

For stunted growth I would lean more towards N and P. Those are the most likely cause of stunted growth.
