For best results, shoot for at least 50 watts per square foot. Unless you have a light mover, you'd need to make the actual growing area smaller. For the 50 watt rule, you'll need 12 square feet or a 3x3 area. Using the one plant per square foot rule, without a light mover, you should be able to grow 12 real nice plants with good yields.

I maybe a little late however, there is a light wattage calculator somewhere on the web and for a 4x7 you should be using no less than 1400w of hps. The best advice that anyone regardless of their math skills, lol, can give to you is to reduce your space using polyester aluminum (disposable survival blankets cheaper than mylar) around sturdy cardboard or plywood creating a so called wall with ventilation.
