No, don't turn off the fan. The air recirculation is important. 70 deg is fine. Is that the temp with lights on or off? Some guys let their room get down to 60 during the lights off period, but 70 deg is fine for either. The plants will love the fresh air.

65 at night and 70-75 during the "day" is ideal. 60 is probably cutting it close at lights off.

70 is lights on.. the heater in my house keeps the temp no lower than 66 at night, so during lights off it drops to probably 65-66... if i increase the temps will it grow faster? its really slow right now.. im 2.5 weeks into flowering and there is not many hairs yet.

sorry guys i gave you wrong info, at lights off it probably only drops a few degrees.. i would say 68 during lights off and 70 during lights on.. does it need to drop more during lights off?

Ur fine. weed stops growing at 50 degrees. But it starts right back up after temps climb above 50.

For vegging and most of flowering 70 is fing perfect. If you want to see yours buds really impress you the last two weeks before your harvest keep it between 52-60 and your nugs will turn purple! the plant does this by protecting itself from the cold. Very impressive results. By the way never go over 72 on your temp. If it stays at 70 you should have 2-3 inches of growth in one night...giving that you have a HPS and some good nutes.
