I have an 200w cfl purple, which im told will veg and flower a plant. but i have heard from some 1 the cfl is only good for veg and i need a 400w hps for flowering, have i just wasted 100 euro? has any 1 flowered using cfl?

you can use a cfl to flower only 200w will probably not be enough. aslo you want to have more of the red / orange color spectrum for flowering. A 400 hps will give you better results but you can just get more cfls or just buy a 150w hps with the cfl should be fine.

it would always be a better idea to use HPS instead of little puny clf`s, especially for flowering. but guess it all depends on grow space, and whatever, but if i was you i would defiently go with the HPS, you get wayy more lumens.
