Have $2000 need to setup basement grow to Support 20 plants with 3 week veg time Soil

I am setting up a medical grow to support 20 plants and plan on growing in soil. I have about a $2000 budget. I also have 2 400 watt lights. Since it is a medical grow and I have plant limit I want to go for good yield per plant. Plan on running a 3 week veg cycle. I am setting up the room in a basement and will be framing it out myself so I can build it the way I want. Any ideas? What would be the most effective way to set it up to get the best yields. I will have to put a carbon filter in on this grow stealth is still a must for security. I need good ideas. I have been growing awhile but always small closet grows. So this size grow is new to me.
