How tall should the plant be before starting the flowering phase, or how many inches is the normal height most people grow at before switching to flowering?

It all depends on what your setup is, people with smaller grow rooms dont go so big bc they wont be able to fit em in the end and people with big grow rooms go big. Its all up to you, their is no wrong height.

Its more dependent on the age, not height. So, how long does a plant veg for, then how long it should be in 12/12.
CYCLE TIMES
Given the above data it can take anywhere between 10 weeks
and 36 weeks for a plant to grow to maturity. That is, again, anywhere
between 2.5 months to 9 months. The most common grow time is 3 to
4 months. All this is dependent on the strain that you choose. Pure
Sativa can run anywhere into the 6 - 9 month bracket. Indica can
flower in 6 weeks. As you can image a Sativa/Indica plant will fall into
the 2 - 4 month flowering period.

Well what about people who start on 12/12 from seedlings? Theirs no age there! So like I said its all about the room.

If your using cfl's then i would wait until you have between 4 and 8 sets of nodes.
Cfl's don't penetrate like hid so you would get just as much yield unless you all a lot more cfls.
