Default Bad BALLAST or BAD BULB

hey guys tonight I walked into my room to find my bulb not lit up.

i looked under the hood and it was dimly lit up, and hot.

I unplugged the ballast and plugged it back in. The bulb came on to its previous state, very dim.

Is this a bad ballast or bad bulb?

give it time to cool off, and try it again

Hey. Its the bulb. Will allowing it to cool off and try again still possibly work?
