Default Transferring from large rockwool blocks to pots with clay pellets

Hiya

Wondering if anyone can advise me when I should put my 3 inch cutlene rockwool blocks into pots with clay pebbles and start my flood cycle. Currently there are a number of small roots coming out of the bottom of each of them and I am feeding them by pouring water into the trays each is in.

Do I wait for a mass of roots or transfer now?

Thanks for any help any of you can give.
