Plants looking rough, possible disease. Pics

Hey fellas, i have been reading the FAQ,s for a few hours and i havent seen any pics/symptons like this. As you can see in the pics there are dieing tips on a few of the plants, and one looks like its being eaten. When they were first started i had them outside for 3 weeks before i converted the closet. Then i used a 400w MH light for a week and switched to 6 13w CFLs and 2 wal mart grow lights. I used neem oil and soap mix, and a bowl of vinegar already to get rid of these fucking knats that were in there and most of them are all gone now. The temp in the room is between 75-81 and the humidity is 42-44%. the cfls are now 6" above the tops just in case thats what caused the tips to cash out on me. The only thing i changed before this happened is boiling the water before i feed. Obviousley i let it cool first. Is this possible overwatering? there is a 8" high output fan on 24 7 to circulate. they are bag seeds. Any input would be great.

really they look O.K 200ml of water evry 48 hours you.ve got good air flow everything s fine as long as they don't get worse don't worry
