I've had my plant under a hardware store bulb for 40 days, its about 16 inches tall, is it time to start the flowering stage, if so what other precautions should i take.

yes, you can flower. you need more light for flowering or you are going to be disappointed in the yield. shoot for 100 actual watts of fluorescent or more.

you should also get a flowering fertilizer that has a higher middle number in its formula - like 5-10-5 for example

Im actually using a 17-17-17 concentrate, would that be of any help
