If i were to have a flood and drain system with the growing tray above the resevoir about 1 1/2 feet would the water falling through the overflow from the growing tray into the resevior be enough to oxygenate the water?

It would be plenty of oxygenation if the waterfall was constant. But since it will happen only during the Ebb, it isn't enough. It's best to roil the surface of the res with a water pump, or release air below the surface with an air pump.
