1st hydroponic grow need help asap

ok i put together my DIY DWC system.
i have run into a little trouble though can anyone answer these questions?!?
but do i need a timer for the hydroponic system itself???

does it stay running all day and night???

and how far up do i fill my water too???

this is my setup: Diy Dwc for cannabis growing

air pump = 24/7; no timer needed

untill the roots grow out of the bottom of the pots top feed water through the net pot and/or raise the water level so it's in contact with the net pots

once the roots grow out the bottom of the pot keep the water an couple of inches lower than the bottom of the net pots

Lose those tiny air stones. Get a couple of 12' airstones. More oxygen is GOOD.

so pretty much it would be a waist of time germinating with DWC.
bcuz there isnt even big enough roots for it yet to reach the water.would it be possible to start a seedling in soil THEN transfer it to the DWC????
and aslo when there is roots coming out of the netcups how high do i keep the water???
