can i start this seedling?

I recently bought a humidity dome and those soil plugs from a hydro store(and a 150 watt grow light and a General Hydroponics water farm). i set it all up, and inserted multiple seeds, and i now have one 3 inch sprout i'm wondering if i can transplant it in my General Hydroponics Water farm now? thanks

I would try and get the plants to about 6 inches above the soil line.
