You can flower with LED's and it would be about twice as good if you used only red rather than mixed, but probably still not as good as HPS. From my experience, nothing even comes close to LED's for vegging. You can put the lights right down on the plants without burning them. Considering that the effective lumens dissipates inversely to the square of the distance from the leaves, that's very important. My brother taught me an old (American) Indian saying years ago: "White man build big fire, stand far away. Indian build little fire, stand close".
