is it best to harvest before the dark cycle (after light cycle) or after the dark cycle (before light cycle)?

I've heard that 24 hours of darkness before harvest will help the plant produce more resin to seal the buds up. I'll try and find the thread, but until then correct me if I'm wrong!

Also i was just wondering because every time i turn on the light in the morning there is new growth that wasnt there at night.
