I'd say just past the first quarter moon during the last week of July. Few seem to follow the moon or recognize it's significance indoors and out. I clone and run rotation for my perpetual grow according to the moon. Potency and odor increases just prior to every full moon, every month. As an old sodbuster I knew would say, "The moon rules the roots". And cannabis is no different.
