Default Cutting half the plant if the top is ready but bottom isnt?

Can I cut the top half of my plant where the buds are fine and bring the light closer to the bottom buds that need some more time? Or should I let the whole plant go longer? Or do I cut the whole damn thing?

I tried this on my first grow and didn't get much from it.... Of course I burned the shit out of the plants and made just about evey newb mistake there is.

Does any one do this on a regular basis with successful results??? I would love to know!
