Default do plants mature from the bottom to top

My plants seem to be maturing from the bottom to the top. Is this the norm. I have read many different opinions on this. Is it strain dependent?

They are under 1000 watts. It is taking forever to get done. They are at 66 days and just started getting trichs on the top part about 10-14 days ago. The trichs are half clear and cloudy with a few amber. It is supposed to be cali-o. Looks like its indica dominant but it sure seems to be maturing like a sativa. Going to try some tomorrow and see.
